THE TENDER TRAP - an ACWA Discussion Paper on tendering and contracting.
The Tender Trap provides a review of some of the issues facing the community welfare industry as more and more services are funded by way of contracts rather than grants and as increasingly these contracts are let by competitive tender.
This paper evolved from a long standing interest in the changing funding environment for community services in the child welfare field by developments that occurred in NSW after the Usher Report. It is clearly necessary to go beyond the NSW experience and take account of what is happening interstate.
There are conferences, public statements, government reports and articles on some aspect of competitive tendering on an almost weekly basis. While we cannot keep up with all that and publish a definitive summary of what is happening in our sector, what we hope to do with this paper is inform and stimulate readers to examine the philosophical as well as the practical implications. By doing so we seek to promote debate and encourage negotiation aimed at ensuring that the services received by clients are enhanced not diminished by a competitive tendering environment.
